Role of Social Work in Child Labour Rehabilitation: Realities, Challenges, and the Way Forward

Child labour rehabilitation is a complex and multi-dimensional process that requires the active participation of various stakeholders such as families, schools, panchayats, government officials, and non-governmental organizations (NGOs). This process demands not only an understanding of socio-economic and political aspects but also a sensitive understanding of children's behaviour and human relationships. Social work is a profession that focuses on the protection of human rights, social justice, and human dignity. Rather than viewing child labour only from a welfare perspective, it must be understood as a violation of human rights. In this context, the role of social work professionals becomes crucial, as they can ensure coordinated and participatory interventions for social justice and sustainable development. Despite the availability of government policies and schemes, several gaps in policy, resources, knowledge, and institutional frameworks hinder the rehabilitation process. For successful implementation, better coordination among departments, provision of education and financial assistance for rehabilitated children, and community-based participation are essential. Mapping the source areas of child labour, raising awareness about it, ensuring the participation of panchayats and social institutions in rehabilitation efforts, and implementing the process with a rights-based approach can be significant steps toward solving the problem of child labour. Social work professionals should accept this challenge and develop effective models to make the permanent eradication of child labour possible.
Abstract in Hindi Language: बाल श्रम पुनर्वास एक जटिल और बहुआयामी प्रक्रिया है, जिसमें परिवार, स्कूल, पंचायत, सरकारी अधिकारी एवं गैर-सरकारी संगठन (NGOs) जैसे विभिन्न हितधारकों की सक्रिय भूमिका आवश्यक होती है। इस प्रक्रिया में न केवल सामाजिक-आर्थिक और राजनीतिक पहलुओं की समझ आवश्यक है, बल्कि बच्चों के व्यवहार और मानवीय संबंधों की संवेदनशील समझ भी अनिवार्य है। सामाजिक कार्य एक ऐसा पेशा है जो मानव अधिकारों, सामाजिक न्याय, और मानव गरिमा की रक्षा पर केंद्रित है। बाल श्रम को केवल कल्याणकारी दृष्टिकोण से देखने की बजाय इसे मानवाधिकार उल्लंघन के रूप में समझना आवश्यक है। इस संदर्भ में सामाजिक कार्य पेशेवरों की भूमिका महत्वपूर्ण हो जाती है, जो सामाजिक न्याय एवं सतत विकास के लिए समन्वित और सहभागी हस्तक्षेप कर सकते हैं। सरकारी नीतियाँ और योजनाएँ उपलब्ध होने के बावजूद, पुनर्वास कार्यों में नीतिगत, संसाधन, ज्ञान, और संस्थागत ढांचे की अनेक खामियाँ हैं, जो पुनर्वास के उद्देश्य को बाधित करती हैं। पुनर्वास के सफल कार्यान्वयन के लिए विभिन्न विभागों के बीच बेहतर समन्वय, पुनर्वासित बच्चों के लिए शिक्षा एवं आर्थिक सहायता, और समुदाय आधारित सहभागिता आवश्यक है। बाल श्रम के स्रोत क्षेत्रों का मैपिंग कर इसके प्रति जागरूकता बढ़ाना, पुनर्वास कार्य में पंचायतों एवं सामाजिक संस्थाओं की भागीदारी सुनिश्चित करना, तथा पुनर्वास प्रक्रिया को अधिकार-आधारित दृष्टिकोण से संचालित करना, बाल श्रम समस्या के समाधान की दिशा में महत्वपूर्ण कदम हो सकते हैं। सामाजिक कार्य पेशेवरों को इस चुनौती को स्वीकार कर प्रभावी मॉडल विकसित करना चाहिए, जिससे बाल श्रम का स्थायी अंत संभव हो सके।
