Status of Implementation of Development Works by Urban Self-Governing Institutions: A Study with Special Reference to Katni District, Madhya Pradesh

In the context of rapid urbanization in India and the 74th Constitutional Amendment Act, 1992, the role of Urban Local Self-Governing Institutions (ULBs) has become highly significant. This research paper analyzes the current status of the implementation of development works by ULBs, with special reference to Katni district of Madhya Pradesh. The study evaluates the operational mechanisms of urban bodies, the challenges they face—such as financial constraints, lack of capacity and skills, administrative complexities, inadequate public participation—as well as their successes. Based on the experiences of the urban bodies in Katni district, the paper offers policy recommendations for effective and efficient development and plan implementation. These include enhancing financial autonomy, developing technical capacity, adopting e-governance, and promoting public participation.
Abstract in Hindi Language: भारत में नगरीकरण की तीव्र गति और 74वें संविधान संशोधन अधिनियम, 1992 के परिप्रेक्ष्य में नगरीय स्वशासी संस्थाओं की भूमिका अत्यंत महत्वपूर्ण हो गई है। यह शोध-पत्र नगरीय स्वशासी संस्थाओं (Urban Local Self-Governing Institutions - ULB) द्वारा विकास कार्यों के क्रियान्वयन की वर्तमान स्थिति, विशेषत: मध्यप्रदेश के कटनी जिले के संदर्भ में विश्लेषण करता है। यह अध्ययन नगरीय निकायों के कार्यान्वयन तंत्र, उनके समक्ष आने वाली चुनौतियों जैसे वित्तीय बाधाएं, क्षमता एवं कौशल की कमी, प्रशासनिक जटिलताएं, जनभागीदारी का अभाव और सफलताओं का भी मूल्यांकन करता है। कटनी जिले के नगरीय निकायों के अनुभवों के आधार पर, यह शोध-पत्र प्रभावी और कुशल विकास एवं योजनाओं के क्रियान्वयन के लिए नीतिगत सिफारिशें प्रस्तुत करता है, जिनमें वित्तीय स्वायत्तता बढ़ाना, तकनीकी क्षमता का विकास, ई-गवर्नेंस को अपनाना और जनभागीदारी को प्रोत्साहित करना शामिल है।
