Abstract

Education plays a very important role in shaping socio-economic development by enhancing human capital, reducing inequalities, and improving employment opportunities. In Bihar, significant efforts have been made to expand access to education, but still challenges such as inadequate infrastructure, high dropout rates, and difference in learning outcomes between different sections of society persist. Despite increased government spending, the quality of education remains poor, particularly for marginalized communities. The objectives of this research are to analyze trends in public education spending and its impact on literacy and enrollment and to examine socio-economic disparities in education access and availability of basic facilities in different schools. This study uses data from secondary sources such as the Bihar Economic Survey, Census, NSSO, U-DISE, ASER, and RBI reports. A trend analysis will be conducted to see changes in literacy rates, enrollment patterns, and government funding. The findings indicate that, while public investment in education has increased access, the gap between policy implementation and actual learning outcomes remains wide.
